T-Y Waste PVC pipe

Another question about a T-Y pipe in the basement. The previous owner of the house seems to have cracked the T-Y pipe right beneath the concrete foundation in the basement. This leaves it wide open with sewer gases freely coming out of it. The home inspector said it might require me breaking the conrete to repair.

My question is this: Is it possible to take a slightly smaller PVC pipe and simply attach it to the opening? I'm sure I could find a way to permanently seal it off, but I would like to leave it with a screw in top so it can still be used as a clean-out pipe.
