check the stack for a bird's nest and use a cutter drain auger to clear it out. the toilet should drain freely qhwn its flushed. you have atmospheric pressure on the water surface in the toilet and the waste system should be open to this same atmosphere through the vent stack. a blockage in the vent stack could create a vacuum allowing some water to drain but a larger influx of water would back up.
