Water pressure surging

Hello everyone!

I am having a hard time figuring out what is going on with my water pressure. I have a well with a submerged pump and a small holding tank in my basement. Recently my water pressure has become weak and my pump keeps turning on and off when the water is running. I don't know if I need to adjust the air pressure in the holding tank or if I have a bad check valve. When the pump kicks in it will run for a few seconds and then shut down. Is there a standard method to set up the holding tank so I can see if that is the problem? I would appreciate any help that I can get. I am layed off from work and I can't afford a plumber right now. Any ideas?
