Septic smell in house

Hello
I live in an 200 year old house with a cellar. Every year starting about mid Nov we start to get a septic smell in the cellar which spreads to the rest of the house. This only seems to happen at temperatures between 20 - 35 F and usually only if it is raining or snowing. It happens regardless of how much water is going into the tank at the time. It never happens in the spring, summer or early fall. There is an expansion joint in the pipe about a 1' from where it goes through the wall out to the tank. This joint has been replaced numerous times and does not make any difference.
The septic system is working fine and we have no other problems other than this smell. It is very annoying and why does it only happen at this time of year. It will last a day, two days or more seeminly dependent on the weather? Help!
