Dishwasher drains to sink, Toilet clogs

I have a few problems. The first is my landlord. He "fixes" everything around here. He recently installed a new Badger 5 insinkerator and every time we run the dishwasher it begins to fill up the sink, and then slowly drains. If I run the disposal all the water goes down fine, but I don't think I should have to. The washer sometimes sucks and dishes come out dirty. I wonder if it is because it isn't draining well.

Problem two (even worse) is our toilet. It clogs often. Our landlord recently replaced it wondering if it was a faulty toilet, but it still clogs. A couple of times dirty water has come up in the tub. He's snaked it out a few times, but nothing seems to help.

Is there any chance these are connected. Some sort of problem with ventilation or something like that? I don't know much, but my landlord continues to do shotty work himself and refuses to called a real plumber.

Any good ideas?
