sounds liek the shower head is clogged with either debris or lime. remove the shower head and then turn it on, if water flows rapidly, it is the head. either clean it or get a new one.

to remove the head you may need a set of pliers. wrap a rag around the head and then gripe down over it with teh pliers to keep from scratching it in case you can just clean it out. my low flow shower head did this and the speck of debris in it was not very much at all, maybe a little bigger than a speck of balck pepper! the water restrictor has a real small opening, so it does not take much to block it.

if it is lime, soak the head in some lime away or clr for a few minutes.

Remove the shower head and test the flow directly from the shower arm. If you have good flow with no shower head the problem is mineral scale obstructing the shower head ports. In that case you may have some success with soaking the shower head in vinegar or a commercial lime scale remover such as CLR. If not, you would need to replace the shower head.
