No Hot Water

I have a shower that will not get any hot water. My house has a water distribution panel so every facet has it's own line hot and cold lines from the garage. The shower handle is the type that you spin counter clockwise from cold to hot. when it get to the hot side it shuts off so i know it is shutting of the cold water, just not opening the hot. I checked the valve in the garage and made sure it is open. From what i guess is i have either a clogged hot water line which i don't think likely, or the valve is not opening at the shower handle. Any ideas?

Also, what is the valve behind the control handle that actually mixes the hot and cold water called? I was trying to find a name so I could get a replacement but had no luck.

I think it's called a valve cartridge
