Toilet flange directly on tile or slab?
I'm installing a toiled in my basement and was wondering if I should install the toilet flange directly onto the concrete slab or if I should install my ceramic tile first and then install the flange on top of the ceramic tile. Or does it really matter. Also once installed should I use anchor bolts to attach it to the slab. I watched a DIY installation on TV recently and they simply glued the toilet flange to the closet fitting in the slab and didn't use any bolts to attach it to the slab.

The closet flange should be mounted on top of the finished floor, Make sure when you install your ceramic tiles that you leave room around the waste pipe for the closet flange bolts and toilet bolts. The ceramic tile just needs to go under the flange enough to support the flange but NOT restrict the floor bolts or toilet bolts.
The flange should be glued in and then screwed down to the concrete with Tapcon screws.
Many times in renovations of older work it is to difficult to remove existing flanges to lay tile, the simple solution to this is the flange spacer, available at most big box stores in 1/2" and other sizes at plumbing supply places, the spacer is simply added on top of the existing flange and the toilet bolts pass through both.

The cleaner way to do this is have the flange available to the tiler, and ask him to make slots for the screws so you don't have to drill through it. Drilling porcelain often takes a diamond bit...many will laugh at a carbide one. Cutting the hole by the tiler and notching is well within his capabilies (or should be). You ideally want the flange on top of the finished floor. Since you have a 4" pipe, I'll second using the inside mount flange.
