Huge Cedar Closet

I am in the process of converting what was formerly my sons basement bedroom (10' x 12' with 6'x6' attached closet) into a large cedar closet. My question, given the high cost of cedar I have lined the room and closet with red cedar from the floor up to 40" capped with a chair rail. Is this sufficient or do I need to line the entire room from floor to ceiling? I was led to beleive that it is the smell of cedar that is critical and the room certainly smells like cedar.
