Window Repair

Hi,
We've been doing some renovations and have a problem with two windows.
These are double hung windows, and both windows can tilt out and can be removed.

When re-installing them we must have not put them in right, as both of the pivot gears in the tracks are broken, see pictures.
Can we replace these without having to remove the whole frame from the wall? Or do something to keep the windows from just falling down?
