Wall paper over painted plaster

Hello all. My wife and I recently purchased a house built in 1934. We are in the process of repainting. Some of the rooms have wallpaper over 4 layers of paint. When we tried to remove the wall paper large areas of paint peeled off down to the plaster. What would be our best solution, paint over or remove the paper and patch the bad spots.

Remove all the wallpaper and spackle the bad spots. where there are cracks, notch the crack and use spackle to fill and sand smooth, then apply a good primer paint. To remove wall paper use a surfactant like vinegar and water or a steamer
