Question Removing 6" Paper Border on Textured Wall

I have a room that has a 6" Wallpaper type border glued to a textured sheetrock wall. I want to remove this border, clean the wall, repair texture if necessary and paint before the new countertops / backsplash is installed. Can I use Zinsser DIF to wet and remove this border without damaging the texture / wallboard behind it? If not, what other options / ways of border removal are there to use?
