HELP i have a huge staircase with 80yr old wallpaper!!

I dont know what to do... i have a third floor that isnt in use because i am on a tight budget. the house is so old . the walls going up are just gross the wallpaper is pealing and whatever is under it has some holes can i just put paneling up over it ? or joint compound ? textured wallpaper? the cieling is pretty high so i dont know what would be the cheapest fastest way to make it usable it doesnt have to be a long term fix??? thank you

the wall finish choices are yours alone. wallpaper peeling - steam the rest off the walls. use spackling compound on the holes if they aren't too big. if the ceiling is falling down in pieces of plaster, you'll need some scaffolding to reach it and fix it. maybe consider a dropped ceiling in the hallway - these are just ideas...
